I don't hate the concept. But at the minimum 3 second cooldown isn't enough.

most all current executes are "spammables" though none of them deal oblivion dmg
i would agree that the concept of this interesting, without the execute part of that line, 8% of the enemies max hp in oblivion dmg is basically a standard oblivion thing though this does not specify a hard cap on the oblivion dmg
8% oblivion is equivalent to knight slayer proc set, but knight slayer has a hard cap of 8000 dmg
im actually curious if this dmg does have a cap, and if it does it definitely needs to state what the cap is, because if you could hit an enemy with actual 8% oblivion dmg in PVE every 3 seconds, you could even nuke a trial boss in about 30 seconds

Yes but the coefficient of those abilities you mentioned do not have a "spammable" coefficient. They do let's say 20-40% less damage when used outside of the execute range which makes them not worth using as a spammable (or at least less efficient).
There is a cap on the script for oblivion damage believe it 6500~ (the 8% value I believe). They missed it on this version of the skill but it's just a UI bug.

wouldnt make it too useful in pve then, the easiest way to test the dmg cap on oblivion is a WB, as hitting anything over 100k HP is what all other hp scaled oblivion things cap at

It hits Olms for 9.7K. Saw some tests of it in discord. So it is definitely capped.

Yeah, but then you need to fill that gem, don't remember if merchant sold filled gems, but in current live case there is abundance of filled gems stockpile that drives their trading price down.
Now if enough people starts now burning alot of them for this execute, or the ult from other script, this will drive the demand from mediocre (only used for rezzes in combat) to kinda high (1-2 filled gems every 3 seconds of combat), which will affect market price of filled gems. Sure if you don't mind the "grind" of filling gems yourself you can go with npc price of empty gems, but most of people wanting to use these scripts will likely be hitting guild traders for filled ones instead. That is after they run out of their current stockpiles.
