I can see the scraps at Impressario, on my main account I cannot buy them as I already have the costume but on my new account I can purchase them.

The style pages are not the same as that costume, but you can buy the minstrel scraps for 2 tickets each.

Where is the problem?
The plush daedroth (https://en.uesp.net/wiki/Online:Jester's_Daedroth_Suit ) is from last year so people can buy the missing minstrel scraps, which had a completely crappy drop rate last year. And you need 10 scraps for costume.

And what's on the artwork what you showing in your post is that daedric band from Jester Quest "Getting the Band Together".
The end of the quest is an absolutely amazing thing

So I don't see any bug there. Fragments are there for that costume.

The first picture you posted is not of the costume. That is a picture from the quest. The thing in the Impresario is a costume that's inspired by the Daedroth in the quest. It's not a polymorph; it's more like a Halloween costume.
