Nonsense, they're the cutest Daedric pets. Plus they're the best puppies for my TankSorc build. I always pet them like I would a dog, who's a good Daedric puppy? You're a good Daedric puppy!

ROFL! That took me back to a side quest in BG1 many years back, where the little boy looking for his lost puppy turns into an ogre (was it?), when you find his puppy for him.... "Who's a fuzzy little guy?"

What do they do? I'm confused. As far as I can tell, Clannfear are one of those animalistic daedra. They don't have higher intelligence, they are more like dogs.
Except, unlike doggies, instead of jumping on you to lick your face and show you love, they jump on you to bite your face and try to eat you.

doing unthinkable things without my consent until I am finally able to break free. Then if I don't run away or kill them fast enough they do it again.

No normal citizen would have ever encountered them in any way other than what OP described. They would run away in fear every time they saw one.
