Arguments in general
* Whiterun : The city and Fort Dragon is for many players the first city they discover in TES V. When they think of TES V, they think of Whiterun. It’s the nostalgia factor that’s powerful.
The vast expanse of Whiterun is questionable because it is “empty”. But I think ZOS is capable of revisiting the place like with Blackwood and certainly West Weald this year like Blackwood.
Some are thinking of an expansion focusing on werewolves in Whiterun, after vampire focus in Greymoor.
* Winterhold : The city attracts a lot of interest. Discover the ancient Nordic capital before its collapse. See how cohabitation with magic goes before the mistrust known in TES V.
Many players are fed up with Skyrim because of the multitude of versions of TES V. Winterhold, however, is an exception. Seeing the city before collapse allows developers to have creative freedom and surprise players.
* Solstheim : It is above all a Skaal region. No Dunmer, no Imperials. However, many believe that the island will be empty and more suitable for PvP or PvPvE content.
Some just want to see an ESO version after TES III and TES V to observe the evolution.
I think that the lack of success of Solstheim is mainly that the northern enjoyers want regions of the continent as a priority. As for the others, they are above all fans of Dunmer from TES III. The absence of their favorite race does not attract them.

Finishing out Skyrim should be the last thing this game does. Fill out everything else first. Players have been sandboxing in Skyrim for a decade plus, they can wait a little longer to bring over the rest to ESO

to be honest I'd rather have a Redguard chapter.
