I see both sides on this argument and don't see a problem with either. What they have now can be kept in place, ZoS can keep making money via crown crates, the grinders for gold items can keep their coffers full and they could add more BoP items for achievements that aren't locked behind HM Trifectas. Asking to add more cosmetic items (which are wildly popular) for certain achieves is not excluding either of the others. ZoS has been getting better about it but I agree more could be done.

I personally would like to see everything in the crown store (crown crates and all) as earn-able rewards.

They can be bind on pickup, they can be behind an achievement that takes a year of investment, they can be behind really hard content, as long as they are earn-able in game.

P.S. I don't count Endeavors as that is just doing menial tasks grinding for a currency.

ESO has plenty of things that are gated behind in game rewards. It doesn't get people to do much of the content.

There are costumes, style pages, body markings and emotes locked behind Gladiator proofs. Does that encourage pvp?
There are likewise similar items available for Telvar, but IC is dead.
There are all sorts of things from motifs to a mount in antiquities. There are furniture and style pages and dyes in Tribute. There are bound recipes that you can only get by questing in Wrothgar or fishing in Artaeum. And of course they're are the end game bodymarks, skins, personalities and mounts you get for vet content and hard modes.

Is that enough to get people to do that content? I'm going to say probably not. I'm sure more earnable things are better than more cash shop stuff, but I don't make any assumptions that it would fix the problem with repeatable content.
