Lots of people use dual wield as a magicka class because dual wield gives higher spell/weapon damage than destro staff. Plus, the crit chance buff from daggers is one of the best weapon passives in the game for PvE. Better than any destro staff passives. Also, destro staff passives mostly buff destro staff skills, where dual wield passives are a bit more universal and better at buffing all your skills.
