Can be a magicka type characters without using a staff

So I am not big fan of staffs.
I like magicka builds on different classes but can i play a magicka build without staff but focus rather on two handed swords/dual wiel/sword and shield.

Lots of people use dual wield as a magicka class because dual wield gives higher spell/weapon damage than destro staff. Plus, the crit chance buff from daggers is one of the best weapon passives in the game for PvE. Better than any destro staff passives. Also, destro staff passives mostly buff destro staff skills, where dual wield passives are a bit more universal and better at buffing all your skills.
