Kindred's Concord cannot drop from the event boxes until it is released and enabled. If you save the event boxes to open after the release and enablement of the motif, then you can get them from the boxes. But if you are opening them today, you will not get them.

It's how the High Isle event coffers worked. During the event itself, those coffers dropped only one motif. If you were like me and had a dozen coffers left over on a character that you forgot about until a few months after the event, you would've noticed that they were dropping three different motifs. Now, way back in the day, like in 2016, they created entirely new coffers with entirely new loot tables when they added things. But back then, when they released a motif, that motif was released with the major patch. So if a motif was added with a particular quarterly update, then it would start dropping on day 1 of that quarterly update. That was because, back then, motifs were primarily in-game rewards. The crown store versions would be added months after the motif was released in-game.
But all that changed, when ZOS realized just how much people liked these types of rewards so they decided to monetize them. Instead of the crown store version releasing months after the in-game version, they now release at the same time as the in-game version. Furthermore, they now delay the in-game release so that it'll coincide with the crown store release.
So instead of motifs being released when the content is released, now in-game motifs follow the crown store's schedule. So the devs who are making the coffers and making the loot tables for the coffers don't know when they are making them what the monetization people are going to do--what order they'll be released in, when they'll be released, whether it'll happen before, during, or after the event, etc.
So it looks like their solution to all this is to just put everything into the loot tables and then have a "is this item allowed to exist in the game yet" switch. So the Kindred Concord motif has been in the Nymic coffers' loot tables and the event coffers' loot tables all this time, but because the switch hasn't been flipped to actually enable those items, they don't actually drop.
This way, they don't have to fuss with different loot tables or going around and modifying the loot tables based on what the crown store dept. wants; it's all there and they give the crown store dept the ability to flip it on.
(Disclaimer: All this is my speculation of how things work. But it is based on detailed observations made over time of how their drops behave and so I believe it to be credible.)
