Is it bugged? I have searched every inch of the zone but it's still telling me I am 43/53 for the quests that I need. The only places I haven't explored are some World Bosses, but I don't see how they could give me quests. I need this zone to finish Daggerfall Hero.

That's nothing new.
Everyone has this problem.
There are already several topics about it.
