What happened to not having to double bar abilities to get their passive buffs this patch?

I thought this was a highlight combat change but when testing on my Sorc, removing Bound Aegis on my front bar lowered my max magic.
And, I just discovered Update 39 isn't even here yet. I dunno why I believed it was.

i dont remember the exact dates, though i think for console it was around sept 3 or 4plays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (fully filled out with current game), as well as almost every antiquity furnishing on display to preview them
