What happened to not having to double bar abilities to get their passive buffs this patch?

I thought this was a highlight combat change but when testing on my Sorc, removing Bound Aegis on my front bar lowered my max magic.

And, I just discovered Update 39 isn't even here yet. I dunno why I believed it was.

if i remember right, i think it will be about 2 more weeks or so before release on PC and about a month until console release lol

i dont remember the exact dates, though i think for console it was around sept 3 or 4
