Well it certainly didn't do anything to fix it.

Kinda did, bought vamps into balance rather then spamable god mode for sorcs and DKs in PvP.
Had almost no effect on PvE side either.
And after looking around, apparently fixes to the passives are coming in 1.1.0 and are already live on the PTS.

The thing with the bugs to the vamp passives (that I have noticed through a mix of pure luck then investigation afterwards) is that they only bug out when you die, or change zones, then you feed and its fixed.
The only one that doesn't seem to apply at all is the one the reduces the HP regen penalty by 5% per stage.
As for the counterbalance to the negatives, its the abilitys, and the passives when they work.
Fixes to the bugs effecting the passives, like I said are soposed to be coming in 1.1.0, and are already up on the PTS.
Think of the nerf as a band-aid untill 1.1.0 comes. its to stop the BS thats been happening in PvP.

I dont think you got any clue how OP vamps was.
But we can see just on the leaderboards, how much their points actually grow now.

I dont think you got any clue how OP vamps was.

I will agree that vamps shouldn't be able to single handledly kill entire raids but that was due to bugs / exploits and stupidly implemented mechanics.
They had to do 3 things:
1) Fix the heal from bat swarm during mist form
2) Fix the ultimate stacking on top of each other (this they did according to patch notes)
3) Fix how the ultimate cost reduction stacks and cap it at some point.
Those 3 above should have been just about enough to not ruin the vampire skill line AND stop them being OP. However the PvP crybabies just ruined the game for every legitimate player out there...

The skill line IS NOT BROKEN.
The cost reduction at the expense of HP regen is a little extra too it, it doesn't make or break the skill line and honestly the 60% at stage 4 was too much.
7% per stage doesn't seem like a lot but its nearly a fair trade off.
10% would be better, yes. but putting it back too 20% per stage is not a smart move.
The skill line is supposed to be a supplementary thing, an addition to your character and build setup, not what it revolves around.
You forgot the capacity of being permanently in mist form.
