As title, looking for official commentary on the scaling of the tri-focus destro passive in pvX environments.
As it currently stands, radiant damage from lightning heavies isn't affected by battle spirit if the original target is a mob. Players in the vicinity of any mob/boss being heavy attacked take damage at 100% of the original hit, meaning players are receiving flat damage scaled for PVE and often inclusive of the pve-only Empower buff. During this event we're seeing scores of players sitting in spawn and unreachable while heavy-attacking bosses, dealing splash damage that is often a one-shot with no available option for counter-play. 20k+ tri focus in recaps is exceedingly common, particularly in the memorial district where DC players don't have to drop to heavy attack the boss as it spawns.
I'm looking for clarification on whether or not this is an intended application of this mechanic.

I don't see anything wrong with this because -
1. In IC when there are 30 enemies going boss to boss leaving nothing alive for me, the HA helps me killing some of them. Unless I wait for hours when my faction pop goes up but then why not just make separate IC Camps for different factions? Not logical right?
2. How I am supposed to even attack the boss with large enemies groups on boss with 3-4 tanks on it who just stand and block. How do I kill them? Unless I have a Harry potter spell but sadge this is not Hogwarts.
3. Why we dont raise these when players use it to clear arenas or even trials where they can be just OP DPS.
I think PvP areas people just get salty when they die to HA. But no complains when they stack adds in arenas and use same build.
Just my thoughts not intended to upset anyone.
In Short, Remove the tanks from PvP, remove the OP damage from HA or even all procs just scale attributes. Then remove the HA from IC.
