Bonuses that increase damage done to monsters do not currently work with proc based damage. This is not a bug and is default behavior since their introduction to the game, but we will be monitoring this and may re-evaluate this interaction.

Does this mean that, for example, the necromancer passive that adds 10% damage to DoTs will work with skills, but not procs? The tooltips increase, but the actual damage does not? And does saying "monsters" mean that the increased proc based damage will still work on players?
I think it means % bonuses that specifically call out that they only increase damage to monsters.
So, minor slayer, for example. Or this mythic's bonus.
But not something that gives an increase across the board.

Its funny you mention Minor Slayer, because (at least historically) Major/Minor Slayer have been the one exception to this rule where they actually did buff all damage against monsters and not just abilities and la/ha damge.

So if I wear the new Velothi mythic and Lady Thorn, the Sanguine Burst synergy I activate will do 15% more damage to monsters, but regular damage if other players activate it? Or since it's a proc, no bonus damage? What if other players are wearing the new mythic, and I can't get 15% damage bonus on my own proc, but they can because they are not actually proccing, but activating someone else's synergy?

they put the note in there to basically tell us its not considered a bug, but may consider changing it in the future

So if I'm wearing a 15% bonus damage to monsters only (but no procs) mythic and my Unchained Aggressor set procs and I gain Major Berserk from the proc, the extra 15% damage won't be added to the 10% bonus? And what if I'm in PvP and wearing the mythic... I can get 15% more damage vs a player's pet with skills, but not procs?
