What does this mean exactly?

Bonuses that increase damage done to monsters do not currently work with proc based damage. This is not a bug and is default behavior since their introduction to the game, but we will be monitoring this and may re-evaluate this interaction.

Does this mean that, for example, the necromancer passive that adds 10% damage to DoTs will work with skills, but not procs? The tooltips increase, but the actual damage does not? And does saying "monsters" mean that the increased proc based damage will still work on players?

    I think it means % bonuses that specifically call out that they only increase damage to monsters.

    So, minor slayer, for example. Or this mythic's bonus.

    But not something that gives an increase across the board.

    the new mythic specifically states the +15% bonus dmg is against monsters only, but that this does not apply to procs which is the way they designed it

    they put the note in there to basically tell us its not considered a bug, but may consider changing it in the future

    im assuming that it is only applying to the dmg buffs that say "against monsters" and would not work in pvp

    Damage buffs that increase your damage against monsters only increase your damage, i.e. your skills and light/heavy attacks not the damage that your proc sets deal. That's all this means, nothing different.

    Its funny you mention Minor Slayer, because (at least historically) Major/Minor Slayer have been the one exception to this rule where they actually did buff all damage against monsters and not just abilities and la/ha damge.

    So if I wear the new Velothi mythic and Lady Thorn, the Sanguine Burst synergy I activate will do 15% more damage to monsters, but regular damage if other players activate it? Or since it's a proc, no bonus damage? What if other players are wearing the new mythic, and I can't get 15% damage bonus on my own proc, but they can because they are not actually proccing, but activating someone else's synergy?

    I'm not actually sure about Synergies, but in general I would intuit that it would not do any extra damage (assuming that a Proc set's synergy is treated like any other proc set's damage proc)

    why wouldnt those 2 buffs stack? they are different buffs

    major berserk buffs all dmg, since its not specifically directed to monster only, so proc dmg would benefit from berserk, but not the velothi mythic

    your skills on the other hand, would get a hefty 25% combined bonus against monsters (if you had both the mythic and major berserk)

    with the sorc pets or warden bear, i would assume that would be the case, that you would get the 15% extra dmg bonus to skills against those pets (since HA buffs work against the sorc pets with full effectiveness too)
