From my personal experience, in-game voice chats always tend to be ***.
Bad audio quality, audio lag, bad interfaces, that kind of stuff.
If it were to be implemented, it would have to be equally as good as any downloadable voice chat system.
Otherwise people will revert to using their third-party programs and ZOS will have wasted their time and resources implementing something useless.

Do it like Lotro does. Group or Raid only. You won't be bothered unless you invite an idiot into the group.
And... it's often done on a dedicate server. The cries about server load are exaggerations.
This game is already not considered very group friendly--a lot of people think of it as a stand-alone game played in the company of other stand-alone players.
A dependable, basic, voice chat would simply be a tool in the arsenal to make it more social for those who want it. If EQ2 and Lotro are any indication, it can be very useful for that indeed.
