If you mean the low gold cost every time you used to travel - that was a bug and not a feature. Unfortunately. Came up in a thread on here a while back and as soon as I learned I had wasted my Seals of Endeavor buying it (friend told me about the low gold travel cost and we all thought it was a feature, not a bug, so we all rushed to buy it), I put in a support ticket to ZOS asking to remove the collectible and refund my seals, which they actually did.

If you read through the patch notes, this fix of the bug is mentioned in them from Monday's console patch (and PC' a few weeks back).
