Logged in and checked this out of curiosity. Clicking 'account' or your account name on top (colored yellow in your screenshot), should take you to your profile where you can download the game as before. Tested it couple of times, sometimes it worked, but most of the time it just sent me back to linked accounts page.

The page you should get when clicking those is 'https://account.elderscrollsonline.com/users/account'



But the site for some reason redirects back to 'https://account.elderscrollsonline.com/account/linked_accounts'

Not even manually copypasting the link seems to help, getting the right page is pure rng, for me at least :'D
