They do not cancel each other out due to the way they are applied. You cannot make up for her 35% fee by adding 10% plus 25%. It looks like it, but it doesn’t work that way in practice because the game doesn’t do 10% + 25% - 35% = net 0. It multiplies, so you get 135% with both CP and haggling passive and then lose 35% of that 135% for a total of 87.75% of what you would have gotten at a regular fence without CP and haggling passive. Test it on a green item and you will get 88 gold, not 100.

easier to just wait for the bounty to drop off or ya know, teleport to abas landing or some zone with easy access to a outlaw refuge.
There's even ways to enter refuges from areas outside cities.

Interesting. I'd rather deal with porting and loading screens than fishing around my collections, and disabling and enabling assistants.
If your goal is to level the Legerdemain skill line as quickly as possible, she is very, very useful.

Same reason the banker won’t access guild stores and the merchant won’t repair armor. ZOS wants people to have to go to towns, so that they will look busy and vibrant.
I see it like this: If I'm in the middle of looting a place and have maybe half a dozen containers remaining but no space in my inventory left, I rather sell a few cheap items through Pirharri and get 35% less for them (which isn't more than just a few coins with cheap items - selling a common green recipe for 6 gold instead of 9 is no big difference) and then collect the remaining items, because in the end, I'll still have more from it than leaving without looting the remaining containers at all.Same reason the banker won’t access guild stores and the merchant won’t repair armor. I'm wondering: Do people really use merchants for repair? I've got about 100 crown repair kits from login rewards in my inventory, so no need to go anywhere nor to pay any gold.
