As the title says, did today's patch fix the block bug?
I haven't done any random normal dungeons to burn up my enlightenment for two weeks due to the block bug.
Anyone know for sure if this bug has been fixe with today's patch?

What do you need to block in normal dungeons? When doing dlc ones, just roll dodge bosses heavies and kill them.

It is not about normal or not. Blocking is not supposed to work that way.

Block cancelling channeled skills is an important part of combat at all levels and is currently bugged. If you’re channeling a skill (and classes like templar have channeled class spammables from 100-0% of the fight), then you will run into one of the block bugs when you try to cancel it to block. There are bosses even in Wayrest Sewers who will choose random targets, regardless of taunt, and the devs expect players to block. Chances are you won’t be able to block cancel and then reapply block in time if, say, the final boss of WS2 chooses you for her instant teleport. Without block that hurts substantially even on normal and can easily be fatal on vet.
It’s not the players feeling the need to “combine” things with block in harder content there. That’s basic gameplay in one of the easiest dungeons, and it doesn’t work right.

I don't know about you but, I don't expect the random players I'm with in Wayrest on Normal to be blocking the combo (I'd expect more dodge rolling) and it isn't going to impact the result either way. If they are squishy enough to actually die, I'll have them up in a few seconds and if they live they'll be at full health in one cast of Combat Prayer or my HOTs+ From the Brink. If I'm really concerned about it, I can pop Barrier.

When is the next incremental patch, and will it include the fix for the block bug?
