Addon Keybinds?

Why do some people have addon keybindings as a separate menu option and others don't? And no, it's not as simple as some have addons with keybindings and others don't. A guildie who has addons with keybinds does not have the submenu option.

✭✭✭✭✭One day I decided to just grab all the Lib files as I was always needing to get one or the other for an addon. I figured if I had them all, any addon would work.
The Keybind Split showed up and I never put the two things together....Enjoy the game, life is what you really want to be worried about.
