Heck I remember playing Runescape 20 years ago and only a few years later people were saying the game is dying, hello, look where we are now, 17 years later - it's still going and has more players than this game even.
Summary, don't listen to "the game is dying" nonsense, it's mostly just jaded players mad the game is not what they want it to be.
If ZOS wanted this survey limited to a number of players, then they would have it locked behind a password or user ID like most surveys? Surely they'd know people would share it.

Considering I got it, and given the questions involved my guess was the opposite: it was directed at people who bought High Isle and/or log in frequently but don't play much.
