As discussed above, warewolves can’t be warewolves in town.
I personally make sure I have to put special healing spells on my vampires because normal passive healing is nerfed. (Along with other skills I need to put on my bar to speak with merchants, etc.)
BTW want real pain? Play a vampire necro. I leveled two of them, yet no forum post complaining about it. I found it refreshing actually (and a bit ironically).
Sorcs to have a permanent pet need to give up a spell slot. Etc.
Wardens basically give up an ultimate to have a bear.
To do “kill x amount with class skills” endeavors I have to switch up my skills, because the only class skills I regularly use are healing ones.
All players are limited in spell slots. I can’t put everything I want on my bars, I have to put some things I “need” instead. It’s a core mechanic of the game.

If they ask my help, why they atack me when i'm helping them?
If i'm necro and if they ask my help... Then i will use necro skills! If they dont like necros, why they ask for my help (quest) and no. Some quests, i cant avoid if i wanna keep foward
I understand all that blablabla about cast skills in city, just to show other players how fast people are in rotation and etc...
But, we are in quest! Quest they give us after they ask our help.
And dont say its all ok, or change skills.... at the end, we all LOVE ESO but somethings dont make any sence. And ask for your help, when they dont like you cuz your necro, and atack you, cuz you are helping them MAKE NO SENCE!!!

If you're Vampire. What happen to your char if you go for exp: Alik'r Desert at day time with sun? Nothing. So... Why make more sence take bountie\attack for use Necro skills..... but if you're vampire in the sun... all ok! There's MANY thing wrong with the game. I know! But making ONLY criminal skills in necro cant be any FIX for all the other things Wrong! Cant be!

I don't like quest NPCs reporting you.
I could be in craglorn just doing the main quest with the leader of the evil scale order people, having just murdered a whole delve, and right outside i'll use a necro skill in front of her after she gives me awards for her and me murdering people in her order and wants to keep our association a secret, and she'll still report a theft or illegal action to the guards.
Anyway.
After i real try, i conclude this:
Necromancer for Trials, dungeons etc.... 100% top. Very very nice.
Necromancer to play the story, do quests.... 100% trash, junk, annoyng....I just delete de char and im done with Necro.
Only feal sad cuz i can't ask for Necro refound.

It would have been if it was consistent. Trapping and using human souls to charge your weapon is somehow totally fine (it never was in previous games). Summoning daedra is okay, too, "don't worry, they don't bite!", nobody is afraid of those!

Don't forget Nightblades fear ability, it says in the description that your summoning a Dark Spirit.

Sorc pets are up passively and are not active skills. There are no illegal passives, nor should there be. People should be able to press "leave instance" without worry that they'll get a bounty.
Beyond that, summons aren't illegal, and in fact mages use them in the warfare to protect their homelands. Since they are bound to their summoner, the legality comes from how they use it. If they used it to attack people in town, that is a crime. If not, it is fine. None in Tamriel care about the rights of the daedra, but they do care about the rights of the dead and some even have veneration of ancestors as a major facet of their law and society.
The illegality of necromancy has more to do with the rights of the deceased and their loved ones than the fact that it's dangerous.

Because in the world of tamriel necromancy is super Illegal and seen as one of (if not the most) evil ways to attain power. All of the other classes have magic but none of it (aside from daedric summoning maybe) is seen this way. Nightblades have illusion magic which isn't really seen as bad, maybe irritating at worst, templars straight up have holy magic which is probably looked at positively and the rest have elemental magic which has no particular negative stigma. None of the other classes have the baggage of forcing spirits and corpses to do your will that necromancy has.
i can agree with that too. But once agait all kind of Magic is "ilegal outside mages guild" so... unless you use only mages guild skills, them all ok. But all others should be "criminal" too
