With respect…you should just delete these combat changes…for now. Release content from update 35 for now without combat changes. Leave the pts up and active for 6 months while we (meaning all of Zos and it’s players of eso) spend the right amount of time analyzing combat changes, class skills, class passives, light & heavy attack changes, etc. Your goal to lower the ceiling a bit is fine. What you’re doing is forcing people who have a 5 years change fatigue, to quit the game. And these needs affect pve and pvp. A tank and dos should have the same light and heavy attack damage in pvp. Period. Your hybrid changes and uodate 34 were amazing. For a few months we were able to “stam meta” after 5 years of mag metas with an inferno backbar. You finally allowed us to “play how we want”. But these changes force us back to the inferno backbar and make all rotations very plain. Even with the changes to week 3. Again a tank, healer, and dps should never do the same damage with a light and heavy attack. The needs to all classes and weapon skill lines from the 1.5 down to 1.4 or whatever the calculations were…that’s fine too. Light and heavy attacks should scale. Class identities are super important otherwise you should just make one class and delete the rest. Please consider scrapping update 35 combat changes for now. Leave the pts up and let’s all work together on an improved combat system from u34 going forward.

The changes are terrible and absolutely SHOULD be tossed in the bin, but it will not happen.

It's hard to help in ZoS' vision of the game if they do not tell us...
Big example is when they nerfed Dragonknight, stating they intended for the class to have difficulty with sustain... Which doesn't reflect at all with their passives of sustaining their resources through popping ultimates and burning/poison giving magicka and stamina back.
But going back to the original design of the class, Dragonknights were meant to be tanks, to be able to sustain through fights so what is their vision exactly? Cause obviously it changes but they do not make it clear at all.
I agree that ZoS should gut U35 because what the update achieves of making content accessible to more players is in reality pushing people away. My whole guild keeps talking about moving onto Final Fantasy because of it.

Personally I'd like to see them try out a light attack / heavy attack combo system that MMOs like Bless Unleashed use, because that would fit really damn well into ESO. It would improve the single-player TES style gameplay that a lot of casual players pursue (LA/HA builds) without trying to take weaving away from the game. Instead it would provide an alternative to weaving.
Example:
Light attacks deal X damage (and should absolutely scale with weapon/spell damage, but probably not max resources, with resources allowing for more skill/ability use rather than boosting damage), and grant a 2 second buff that increases the damage of your next light attack by 20%, stacking up to 5 times. Using an ability erases all stacks of this buff (so weaving is unaffected by the buff), and using a heavy attack consumes all stacks of the buff and increases heavy attack damage by 50% for each stack consumed.
^ With that kind of system they can lower the base damage of light attacks a bit if they really feel like they need to for end-game weaving, knowing that LA/HA builds that utilize consecutive LAs will still see a damage boost. HA players can either continue utilizing HAs exclusively, or build them up with LAs first for a big combo-ender.
And I'm sure there are loads of system tweaks and additions that other players can dream up to try and address the floor/ceiling issue that ZOS could experiment with, all in a framework that is completely open and doesn't commit to push any of it to the live server until they find a system that works.

This is a crazy cool idea, and something that could definitely add another nuanced layer to the gameplay. I just wonder how difficult it would be to implement it.
