Yep, I hope if you become a vampire or WW you get expelled from the fighters guild. Things like that would make sense. It lets them see the unintended ways people play the game now so that they can make it fit live play. Some NPCs are definitely going to need to be off limits. (Otherwise some sociopath will be sitting there continuously killing the banker for their own kicks.)
Also, personally think a justice system should make the morally questionable choice of becoming a werewolf or vampire have consequences. This game is full of moral choices that end up not meaning anything. Maybe some should.

Well, in skyrim it wasn't such a huge problem if you woulda killed a quest giver, tough luck for you.
