Is Isobel's final quest bugged?

Title largely says it all. I'm not sure if this is a dialogue bug or the quest is bugged and unobtainable but Isobel just keeps repeating "Hey friend, So... I received another letter from the knight commander. I haven't opened it yet. I wanted to wait until we were together.".... Well obviously we are now? Is this just a matter of not having high enough rapport or is it just not letting me obtain the quest? Seems strange she would just keep saying this every time you speak to her without being able to open the letter and start the quest.

    there is no mention of this bug in this forum ^^

    Yep this isn't related to her initial quest. It is her final personal quest. If its like the previous companions you get it at "Close" rapport it should pop up and based off the dialogue she is giving it should be assigning the quest and yet she just keeps saying the same dialogue over and over again.

    poor Isobel seems bug'd all over .... That's what i meant by the 2 related links i posted above.

    to cederic
    there are some new lines now about her private life
    she also dont like that i am a member of the brotherhood and thieves guild
    and some other things

    but she keeps repeating the thing of the letter from commander
    i will switch to ember and try again later with isobel

    rapport is at 3426

    Update at about 4500 rapport she was voicing the same dialogue but the quest became available.

    ok the princess detective quest started at 4005 for me
    gone do this quest now and see what happens

    finished the quest; had no other problems
    everything is back to normal now
