Isobel quest line bug (in Group only)

In a group while unlocking Isobel Companion I have encountered this bug on 6 out of 8 play throughs.
Right after you "Collect the sword hilt" (which completes the step for your group member) you both get "Follow Isobel".
This is where the quest breaks causing either.
1. Isobel not proceding to the cliff edge for one or both of you
2. Isobel walking to the cliff edge for usually just one of you but when on the floor only presenting the next step to *one* of you (once it did not for either of us). Causing you to need to log out and back in.
3. If 1 player had to log out then that player will talk to Isobel and "Meet isobel at the wayshrine"..... only she is not there causing a second relog without fail. (Can also be both players affected
This is not the only Group bug in Isobels Quest, the Catacombs stage has caused me to abandon and repeat the step after paying 69 gold to get into the catacombs only to discover "Unlock the catacombs" is "Open" by the group member but has NOT advanced the quest stage, one play through I had to leave the group entirely after paying 69 gold for the third time without success.
