If I set the absolute lowest graphics settings and a low resolution temps doesnt exceed 55 celcius.
Which leads me to say that theses votes aren't arent really all that interesting in the end, as it is highly influenced by the graphics settings of the users, the capabilities of the GPU and how adequate the cooling system is and none of this data is included.
GPU: RTX 2080 TI gaming x trio, playing in 4k(60 FPS). With aircooling, always between 54-58 degrees. I made sure it does not hit the 60 degrees, so the GPU won't draw much power.
For some reason only during loadingscreens my GPU jumps up to 60 degrees, and only does this with specific ESO updates. ZOS should really code this better.
PS: Both out of game, and in-game, my FPS is capped to 60. My monitor's max.
PPS: I would get worried if my GPU would go above 66 degrees. In that case my settings would be much too high, or something is seriously broken. Either way, it would be bad for the GPU to run that hot, especially for long timeperiods.
PPPS: I restart my PC after every playing session, after slowly letting my GPU cool itself down to idle temp.

Nope, that's not it. For some reason after certain updates, the loading screens just tax my GPU more. Not once, constantly. Thats normal.. The game/gfx engine is re-crunching the shaders after an update. Every game will do this at some point loading after an update.
