I've never heard anything about a new Race coming with High Isle. There are new mob races like the Fauns, but there are was never anything to indicate or hint that a new playable Race is coming, if that's what you mean.
There was a lot of random speculation about a lot of things based on absolutely nothing, yes. And among that speculation there were some people talking about Maormer as a playable race. Yep, along with sailable ships, massive sea battles among navies, huge pirate enterprises, jousting....
Yeah. Not happening. Right now, ZOS is "re-architecting" backend code - and for the rest of the year (and perhaps the foreseeable future) there won't be any "major new systems" which includes new races (don't need any anyway), new classes (ditto), etc. Maybe next year we'll see some new skill lines - but considering the amount of work, don't expect new weapon lines....
This year's new things: 1 - an area never before seen in a TES game (the Systres, High Isle and Amenos); 2 - a card game.
As PeacefulAnarchy said, that sounds like people probably going "sEa!" and hoping Maormer would be released as a playable race. I do vaguely remember now people thinking Maormer might be coming as a playable Race, but I honestly doubt ESO would add any Races beyond the ten we have. All of the common Races are already tapped. Only logical thing to do at this point is to create Sub-Races.

Just to clarify, Leamon Tuttle is the leaving Loremaster. Michael Zenke is the new loremaster.
As far as new races, I don't think the system can handle it.

We really already have that in the lore with the Bretons who are half Direnni Elf and Half Nede. I doubt we'd get the opportunity in ESO to make other types of hybrids due to balancing and lore issues. Can you imagine the horror show a hybrid Argonian and Khajiit would look like?
