Free Play means playing without buying the game.
It's different from free ESO+ trial, which requires to have bought the game but gives access to ESO+ benefits (which includes the crafting bag).
The current event is just a "free play", hence no access to the crafting bag.
As far as I can recall, it has always been this way so there's nothing different this time.
