The second set of animations is being requested. That requires data to compose which would be more data to store on our machines and people would not want to stop at a mere walk. At least that is how Zenimax will look at it since they know if they give an inch we really want that mile.
I am talking about hard drive storage and active memory and CPU/GPU requirements are irrelevant to that. In other words, the minimum requirements have to increase to accommodate such a change so that there are feminine movement and masculine movement choices for characters. For consoles, it is probably a bigger issue to increase hard drive space requirements.

We literally have numerous toggles that likely take far more resources. Are you getting this idea because Bosmer women were running like Bosmer men after the patch?
