Would you enjoy building/crafting a PLAYER-made CITY from the ground up?

    NO, this would be awful.
So personally instanced houses with extra steps? What purpose would it serve? If you end up incorporating into the primary game loop to give it a reason for existing then it can't be ESO+ required because then you hold back a lot of content for people unable to pay that subscription.

I don't like the idea at all.

Maybe, but i'd like to discuss it more...
We can't have more than 700 furnishings in a house and you want us to be able to build cities?

    I like your optimism.

Not many people actually care about the visual traditions of what a city looks like. Be prepared for them to just be a misshapen jumble.

    NO, this would be awful.
Player-created content is more often substandard. Neverwinter is a great example. The main content was not that great but in comparison, the player-created content was boring.

It wouldn't be awful, I'm simply not interested at all.

Well, there could be 'templates' and certain terrain-placement limitations of course , to help keep things organized enough but still vast 'zones' enough to allow player freedom & creativity with city designs.

I don't know that much about ESO server infrastructure , but i believe if each city was 'instanced' (per guild, per "owner/starter" ) similar to how current player-housing acts , it wouldn't be too much of an extreme server load or stress. Especially if there was a limit to how many "citizens" could enter or "live" , depending upon the city RANK tier advancement.

    Simple: pure sandbox style FUN.

Otherwise, yeah i hear you cuz there would have to be some type of lore related "greater purpose" tied into the fabric of ESO storyline & sequencing. But hey that's where @ZOS_ developers come into play! B)

Free-to-Payers* could still VISIT any player city, but would only be able to create like the basic 'Tier 1' rank town or whatever, with like a 5 citizen population limit, for example. Since yeah ESO+ should always have serious advantages & perks.
( *imo, the whole concept of "free" to play is a total scam to begin with, since those people end up paying far more than 12.99 per month subscription, by getting sucked into the re-skin shinies loop of Crown Store money pit . But i digress.... )

So far, things seem to be split right down the voting middle (yes's & no's) , which is basically how humanity works right now in general on nearly every topic lol . However, one thing i sorta don't understand is: ESO apparently has this masssive 'mods' community & all , but yet not much enthusiasm nor motivation for building our own cities?!?!?

    Something doesn't umm add-on up. ;)

p.s. The fact that most special housing are already like these super large ESTATE type areas does somewhat contribute to undercutting this whole 'player built city' concept, i admit.
