If key fragments are the primary way to get it, then ZOS once again makes a decision that turns it into the bicycle meme:
What a missed opportunity to add it to an alliance rank, allowing the player the choice to PvP in whatever style suits them more.

But the main point still stands. Your ability to farm key fragments if anything is a measure of your ability to avoid pvp and how well you farm mobs. Possibly your ability to parse guild traders. Your pvp skill level barely factors in.

One could reasonably argue that Tel Var is also a measure of your ability to avoid PVP in a PVP enabled zone (not gonna lie, I got the vast majority of my Tel Var from farming NPCs). Even AP can be gotten from repairing keeps (and people have gotten Grand Overlord from just repairing). Both of those can be gotten from Daily Login Rewards.
The way I see it, either players go farm the Key Fragments themselves. Or they buy them, which actually makes Key Fragments worth selling for the PVPers in IC. Giving players a reason to go to Imperial City and a profitable thing to sell from IC is a good thing in my book.
I guess it's a matter of whether we'd rather have a PVP-only brag item, in which case, it should probably be tied to player kills...oh, wait, I know several friends of mine who decided to cheese their 50 kills for the Whitestrake's achievements via dueling each other in Cyrodiil.
So I guess I'm pleased enough with the thought that this might actually get players to IC and reward the players who farm there.

I don't think this would be getting as much push back as it is if it weren't for their wording making this out to be some unique, exclusive, PVP reward. It's not. It's no different than the other motifs they have done with Key Fragments, or the Monster sets.
They take that wording out and not hype this as a PVP reward and no one would be having this conversation right now. Plus, with the ease of access to this, especially with double drops during events for key frags, making this untradable is just an attempt to add "value" to it as a reward, even though most players who want it will have it on patch day.
