I'll add that even the main quest line is solo-only instanced.There are, by design, multiple types of dungeons in ESO. Public dungeons (a few instances, with loads of players in each), group dungeons (instanced for groups so that the only players in the instance are the ones in the group), and solo dungeons (instanced by player). It's not a bug (although I have a feeling I'm forgetting a dungeon type).

If that's the case, I'm done with this game, and I'm hardly alone. If I wanted solo-only play in a TES game, we've every TES game prior to this one from which to choose.
If I start a group and we are on a quest and we need to pick up say 10 items as soon as ONE member of the group picks up an item ALL group members item count should go up by ONE. It is simple and proper multiplayer game design however the Zenimax team is obviously only able to design single player game play because ESO has NONE of that.
