This has been said many many times, but I look at the brand new Motif 105 Crimson Oath Style and the light armour skirt has the horrible ugly stupid looking hip flaps. Why, ZOS, Why?? They just look ridiculous! Skirts don't have floating hip flaps. Please stop it!

I'm the opposite. Most armors that don't hide the rear end just don't look good to me.
I'd be down for better Hide Options though, so everyone can get what they want!

Sorry to ping you on this Kevin, but it's true the players have asked for YEARS that something be addressed with the very large flaps/pads on nearly all the outfit styles in the game.
There are dozens of these threads.
Are the developers aware of this concern? If there's some technical consideration or design decision that everything has to be this way, maybe they could share it so we stop asking.

I'd be interested to know if there's a technical reason for why we can't hide shoulders or whether it's ideological (like if ZOS wants to limit the player ability to hide chest pieces so that skimpy armors and costumes are more desirable.)
I'd also be interested to know if there's a technical reason for not having the option to hide hip and butt flaps. I'd guess so - in that it requires editing meshes and textures off of an existing piece of armor, but it would be nice to know that officially instead of speculative from my limited experience modding Skyrim.
Ideological reasons i.e. "It's the ESO look and feel" at least let us know where the Devs stand so people can quit hoping if they feel like it. Or not - I'm still hoping the Companions will get to equip helmets one day.

I would love to give a full list of various design blunders where there is clipping, mismatched waists, floating pieces, flaps that defy gravity, etc. All of which have kept me from using or buying a particular outfit style or costume, but many have been pointed out and none have been addressed. Ever...
So I just look over costumes and motifs, and I just don't buy them if they have elements I don't like.
One thing I would propose to the Dev/Art team:
Take a relatively popular costume with a flap(s) (Dark Passions Regalia for example) and make a version without flaps and put it in the store. If it doesn't generate any additional sales then continue doing whatever in the future, but if it does generate more sales, then you might consider more outfits and costumes like that in the future. It seems like it would be a relatively low effort way to generate more revenue and settle the matter once and for all.

Hip flaps, butt flaps, shoulders and Guild Tabards covering your outfit are all easily solved... by purchasing a nice outfit from the Crown Store! With that in mind, what do you think the chance is of them ever addressing this issue?

Either from the crotch\butt flaps looking like they are cutting into your legs during some animations\poses or hip-sheathed weapons clipping into, or under, many of the hip flaps.
Designing a motif to account for the full range of character body builds\weights\heights would be challenging so I imagined this was why many look like they are floating 5 inches away from the characters legs.
To get around the clipping you'd have to do something like design the hip\butt flaps with enough rigging\"joints" that they crush and fold naturally around the legs\rear when crouching or sitting.
Things like that may just be beyond technical capabilities of an older engine.
But like others have said if they'd wish to correct or modify these things it likely would have already happened, so I won't hold my breath.
