Also, "hide flaps!" isn't a simple option to add. The flaps are part of the chest motif, so they'd have to rebuild all of them in order to give any option other than "hide entire chest". With the whole thing made more complex by asking for "oh, can I hide the hips but not the butt flaps?" or the reverse.
edit: for the record, I don't like them, either. I just don't see it happening.

This has been said many many times, but I look at the brand new Motif 105 Crimson Oath Style and the light armour skirt has the horrible ugly stupid looking hip flaps. Why, ZOS, Why?? They just look ridiculous! Skirts don't have floating hip flaps. Please stop it!

Mostly what burns my eyes the most is the awful clipping that happens with them.
Either from the crotch\butt flaps looking like they are cutting into your legs during some animations\poses or hip-sheathed weapons clipping into, or under, many of the hip flaps.
Designing a motif to account for the full range of character body builds\weights\heights would be challenging so I imagined this was why many look like they are floating 5 inches away from the characters legs.
To get around the clipping you'd have to do something like design the hip\butt flaps with enough rigging\"joints" that they crush and fold naturally around the legs\rear when crouching or sitting.
Things like that may just be beyond technical capabilities of an older engine.
But like others have said if they'd wish to correct or modify these things it likely would have already happened, so I won't hold my breath.
