can't talk to first mate jalan during "a graveyard of ships"

the npc is just standing in front of a door, knocking on it. i can't talk to him, but the entrance action of the door shows up.
i tried logging out and back in, restarting the game, nothing worked.
edit: also tried to abandon the quest and start it again, but i still can't talk to him.
