In the inn, the Bearer's Rest, in Fargrave, on the first floor of the inn, there are cabinets and backpacks that you can steal from. From time to time an NPC shows up, so you *can* incurr a bounty, but usually the NPC dies so quickly that you don't have to worry... ^^;;4 -

I have been there, I hope ZOS is happy with the murder spree they have caused with their stingy furnishing plan drops.
