The nerfs for regular vet, from vet HM are...
- Decreased boss health.
- Decreased health of the stones in the portal realm.
- Blitz no longer leaves behind a persistent AoE.
- No scorions will attack the players (scorions that empower the boss can still spawn when portal phase fails, but those "penalty" scorions do not actually attack players).

The Outburst and the tornados others have mentioned and it certainly felt like he had constant AOE and increased health.
But if it's the case that the dungeon is working as intended then that means this dungeon is intended for the 1 percent that follows meta religiously and does vet hm often which is a shame for folk that like doing vet and can do it but don't run meta. ZOS should then nerf the dungeon and stop catering to the 1 percent.

I've done regular vet a number of times now with random folks from group finder. Yea, it's a hard boss fight, but with some practice and an understanding of the mechanics, it's pretty doable on regular vet. There was only one group that gave up on it, but that group didn't get any of the optional buffs, and everyone except me was under 600CP, and despite that, we did manage to get the boss down to under 10%.
That said, when compared to vet HM, regular vet is a breezy walk in the park. I would say that, yes, vet HM caters to the 1%. Regular vet, probably the 20%.

This idea that the walls and the burst are "hm mechanics" probably results from these mechanics not being present in (at least some iterations of) the PTS veteran version.
