Yes some bots are leveled, but the main problem, its not the bots and its not a huge problem like in smaller levels (10-20-30 bots in a boss), is the campers.
Higher level dungeons have campers. Players who camp the boss. They act like the bots, but they are actual players...
I will give an example that happened today. I was in stormhaven level 19-20 dungeon. I found 1 camper and 1 bot in the boss, killing the boss repeatable.
I lost my loot because I only gave 2 small hits with my arrow in the boss. The camper, in order to show me he is not a bot, tried to make some extra moves, more like he is making hits in the air with his weapon, or move back and forth all the time. The bot was still and waiting.
I waited a bit and circled them around, to make the camper leave or fear for any report... But what scares me is, Zenimax should be very careful, because campers may report legit players, if they fear or feel that someone is going to report legit players in order to defend them selves. I personally didnt killed the boss twice to get loot...
You must always investigate the combat logs.

And allow me to give u an example. If players in the near feature, experience the same thing, but with campers, not bots.. 5-10 campers in one boss and u wont be able to do ur kill, is it offensive? Its the same thing. Bots are just a tool that campers use.
