As much as I would love for this to go unnoticed.. there are several issues with this morph of eclipse that I would like to bring attention to.
1) it scales too well with spell damage. I can get my Living dark tooltip up to 7k healing on a magplar build that focuses on stacking spell damage. 7k every .5 seconds for 6 seconds while taking damage is a little nuts, that far outperforms rapid regen and vigor HPS. If this is intended, nvm. But I feel unkillable in duels.
2) Please allow living dark to scale with weapon damage or spell damage, whichever is higher. Over time, stamplar healing has been nerfed and now they have some of the lowest healing of any stamina build, which is odd considering the class identity. Living dark is a great defensive heal option for the stamina kit, it just needs a bit better scaling with a stat stamina builds would use.
The reason the tooltip gets so high is because it only heals you when an enemy is hitting you with direct damage. Without an enemy present or with only dots on you, it doesn't heal you at all while Rapid Regen and Vigor do heal every time. An experienced player might also stop using direct attacks against you for the time you have that skill active to make you waste your magicka. Also it costs substantially more than Rapids and needs to be reapplied about as often.

You're hardly going to kill anyone unless you use direct damage though so I mean you can't just not use direct damage. If it's scaling that high, it's too much.

I'm sorry, but how did you get a 7k tooltip? I tried to get as high as I could on half decent pvp build, but could only get to a 5k tooltip. The only way I can see that you can get that high a tooltip is by putting EVERYTHING into spell damage, forgoing sustain and mitigation, which wouldn't be viable in an actual PvP environment.

Still doesn't change the fact that it heals for nothing when you're not under attack which makes it infinitely less reliable than Vigor.
Also, I'm not sure what the OP is talking about because my magPlar that uses Clever Achemist, Scathing Mage, and Balorgh (also known hard-stacking Spell Damage...) only gets to a little bit over 5k with ALL of those sets fully activated and buffed (including the rather unrealistic 500/500 Balorgh).
7k is either before Battle Spirit halves it or it is the product of some CP shenanigans (I play and test in Non-CP). If it's a CP scaling problem then that's best addressed with changes to... the CP system itself rather than nerfing the skill back down into Oblivion for everyone who plays BGs and Non-CP Cyrodiil.
