Deliberately interfering with another player's gameplay solely for the point of interfering with their gameplay in order to give amusement to yourself is a form of harassment, yes. Obviously this doesn't always apply in situations where you're expected to interact with other players, such as PvP fights or even certain PvE events (throwing mudballs and pies), but singling out a specific player to grief them by repeatedly interfering with their gameplay might be judged as harassment if it's reported and investigated.
As far as whether or not putting mystery meat in front of another player's character is harassment, the other player has the option to either pick up it up or ignore it, so it isn't necessarily interfering with their gameplay.
On the other hand, deliberately placing a large cake on top of a chest or placing it in front of a door in order to interfere with other players' ability to interact with the chest or door is clearly intended to interfere with their gameplay; that's the whole point of the "joke," right?

There's a cool down on the meat so you can't really harass someone with it, at least not in a significant fashion. You'd have to really stalk someone to do it to them repeatedly, and that probably would be reportable.
But I get your point. Because you are interfering with their gameplay. But it's on such a small and insignificant level people ought to be a good sport about it in my opinion.

I'm just giving my own opinions, obviously, although I think these sorts of issues have been discussed in the forums before as far as TOS and COC.
But in regards to mystery meat I said it isn't necessarily interfering with anyone's gameplay since the other player has an option to either pick it up or ignore it.
That's quite different than putting a cake on top of a chest or in front of a door so no one is able to interact with it. The cake will eventually disappear, so it's definitely kind of a gray area; but one's intent is generally an important factor in determining whether something constitutes harassment, and the intention is pretty clear-- to deliberately troll other players by interfering with their ability to interact with a chest or door. Since the cake eventually disappears, it probably wouldn't be considered to violate any TOS/COC unless it's done repeatedly.
Besides, the mystery meat memento was created and programmed to be used that way, so it's hard to see how ZOS would judge its normal use to be harassment-- again, unless it were used abnormally or repeatedly, although it's difficult to have much sympathy for any player who continues to pick up mystery meat and then gets angry about it, since the first time ought to be enough of a learning experience.

As for pranks, does anyone remember that Anniversary Event during the Alikr Dolmen run someone was putting down a cake on top of the Dolmen chest every time? I thought it was hilarious, but people were pretty salty trying to figure out who it was.
That's a memento right? What does it do again?
It places an object on the ground that other people can pick up. When they pick it up, they eat it and get sick. It's just a short animation. The thing is, if place in front of a bot train, one of them can get out of sync with the train. When out of sync, they might get stuck and just stand there until the handler come back to fix it.

I remember it. It was my first and only time doing the dolmen grind, trying to get jewelry to break down for crafting. Thanks to cake guy, who did not just do that once but at every single dolmen for well over an hour and probably close to two, I was unable to loot the chest at any of the dolmens so got no loot for most of them.

What does ESO being an MMO have to do with it? All MMO means is that multiple players are in game at the same time. No one is required to interact with, or be the butt of anyone else's "jokes" just because they happen to be logged on at the same time.

But mmo means you do have to deal with other people just like society. It's overkill to be offended on this joke.
First off why did someone pick up something that said mystery meat in first place. It's got to be placed on ground to work.I pretty sure everyone was told not to eat food that was on ground at one point.
You obviously learn after first time not to do that again.
It's a prank nowhere near harassment that mudballs were with attacking people at stations or fishing.
It's ridiculous to make this reportable offense is my point.

You dont get to pick and choose what other people get offended by. If someone gets offended the response should never be "Well you shouldn't have gotten offended in the first place."

If someone is following you around and placing it everywhere, then I'd say it is harassment. If it's just targeting you and you alone. If someone followed you around doing anything it'd be the same.
If they keep putting it in front of Wayrest bank just for anyone to pick up, then it's just someone playing around.

Interactable objects have priority over other items, especially when you're using a controller instead of a mouse. If someone places a meat close enough in front of a banker, or merchant, or writ board, you WILL interact with that meat first instead of the other object.
Do I think it should be reportable? Not really. I don't think it should be interactable by other people either, you wanna puke, you eat the meat.
Playing some PVP should be compulsory. PVE players complaining about mystery meat harrassment would soon stop
PizzaCat82 wrote: »Playing some PVP should be compulsory. PVE players complaining about mystery meat harrassment would soon stop
I agree! I mean after the midyear mayhem events these forums have absolutely No posts complaining about Ganking or Imperial City.
You could even make it a requirement to have the butcher title or some other hard to get PVP achievement on your character!
That'll slow it down. (I have it, and I've got Major as well)

Honestly you would be happier in solo player game? The complaint is trivial and no way is it close to harassment. Real harassment is being followed in store [snip] Hell lets go in game real harassment is waiting for quest givers in pvp to return quests at npc so you can kill them before turning in. How about constantly impersonating you in zone chat with similar name. I can keep going on, because this is very very small if we want to compare here.
By playing Multiplayer game you sign up to play with others and guess what people play jokes this isn't harassments it's a joke. Nobody is going following you banker and writs everywhere with mystery meat. This is nothing compared to bear blocking things as it's on ground. It's easily avoidable. Also frankly it's hard to see item on ground. Takes some bad luck to pick it up. Oh lets not forget animation lasts 10 secs maybe while a lot of other things last longer.
The item is designed to play a joke. I am sorry you can't handle jokes, but any claims that's is more then a joke is unfounded. The thread started off as wanted to report people for using mystery meat and that's unreasonable.

We'll have to agree to disagree because I can handle jokes, but I find the lack of consent for this item not in the right spirit for the game. I even find it a bit worse than mudballs because while mudballs may make it hard for costume dying, at least they don't invalidate your own button presses.
If I choose to go to Cyro or IC and I get killed, I'm not going here to make a huge post about it. Thats the whole point of me going there, and I know what I'm getting into.
Again, you don't get to choose what to be offended by and you certainly don't get to tell others to suck it up because there are worse things out there. There's always someone out there who has it worse. That doesn't mean no one can complain about anything.

You have to click it and look down for it to happen. There's your consent. Still you are defiantly playing double standards you want people to butcher people. But it's game... so little things like that shouldn't actually matter.
[snip] mudballs do not invalidate dyes anymore. Mystery meat is a choice you personal make and nobody is going around haunting you with mystery meat.

Sounds like console only problem then or you aren't moving around. Meat is tiny compared to bear or cake and easy to resolve.
I understand you are frustrated but let's be real it's a very rare event.
