And in what way a inaccessible city visible from a map would not be accessible in another map ? If it wasn't visible in the Cyrodiil area, it would have been very strange. Because he's supposed to be where he is.

This is the continent map with Cyrodiil and Blackwood maps, the coastlines outlines served as a reference point for scaling: As you can see, Bravil is located out of empty part.
Remaining part is very, very deformed if we compared with a TES 4 map:

You didn't get it. I speak about a place that can appearance in 2 different spots on the global map. It's like if we have one Dune in Reaper's March territory and another Dune in N. Elsweyr territory.It would not be the first time one location appears at more than one map. Horseshoe island for example appears both in gold Coast map and Malabal Tor map, but is accesible only in Malabal Tor
