I have never even seen a healer use a healing proc in any PvE content because healing itself is redundant.
If anyone were, they were both tanking and healing OR DPS with healing procs - testament to the strength of proc sets on live.

The healing from the proc sets sometimes help healers focos more on support or help newbie healers to learn how to heal. Tank healers also were some proc heal8ng sets for 3 DD RUns abd even some vet trials to help healers focus on suppirt or bring DD instead of healer.
My favorite healing set, telight remedy, was lacking in support and but had a nice heal, but already been nerfed once and it is nerfed again with this change. The heal it provided was compensation for the lack of resources attached to this set. Asking for 38k max resources is absurd, I barely reach 30k max magicka on my full support build. I usually wear symphony, spell power, twilight remedy/powerfull assualt.
38k max magicka on an end game character should not be an issue as a healer. By making these stat requirements it now helps remove the fake healers/tanks from your end game dungeons.
