I apologize for starting a topic that has been discussed dozens of times on this forum. But I have concerns that I cannot help but share. No purpose to aggro all supporters of the opposite thinking. I wish you were given what you want too.
PvP in TESO has never been incredible, but it is always the top reason for nerfs, if something nerfed.
There is no balance in it. Constantly certain class, certain sets, races, moon phase make certain players stronger.
But if earlier, with all unbalance, player had to have at least some skill to enjoy these benefits. Now no-brain builds are in order.
The player simply brings proc-sets to another player, he is a passive participant in this battle.
And, looking at patch notes, looking at videos from PTS, reviews from friends ... The situation will be even worse.
Today's Cyrodiil, with its disabled proc-sets, is far better than mindless nightmare beyond its borders.
If you are not able to give us a good foundation for PvP, then please leave us at least one Cyrodiil campaign, without proc-sets, as it is now.
We don't even need a new champion system there. It makes bad things even worse.
While you work out once again the scheme

You are not giving new content for PvP anyway. Do not practice on PVP this scheme, which no doubt fills bank accounts, but ruins the game.
Cyrodiil today is imperfect, old features are abused, it is imbalanced, but it is better! And I'm afraid if you allow us to keep such campaign, it will be filled more often and more than others.

Nothing personal but why do you think people value your opinion so highly we'd go out of our way to try? Are you serious? Those who play proc-sets use four. Four sets. There is more variety in current Cyrodiil than on the BG with a high MMR.

Its better than limiting choice to 20 sets, particularly when it doesn’t help with lag
Nerf the procs if they’re a problem rather than turning them off

I wanted to say that this would be a completely fine solution too, and maybe even a less confusing one, but the rest of the game would suffer for it. Additionally, there would be a higher requirement from the ton of numerical changes needed to each set that most likely couldn't be covered by some blanket percentage since some are better than others.
Also, weak proc sets don't make money lol
