The guards are supposed to be tough. Also decent players can easily clear them out so why would they need tuned down?
Difficulty aside, I have wondered how much the NPCs tax Cyrodiil and contribute to the lag.
Did they ever run any kind of test where they reduce the calculations those guards got goin on inside their noggins? Like halving the frequency of their casts or somethin? Seems like that'd be an easy & obvious thing to test.

Uuuh, I can clear out the guards with my squishy sniper nb build with zero proc sets (hunding+shackle) in raven(so no cp), done that before. You just need to kill them in the right order, mage, tower guards, healers, rest, and avoid adds which can be done by approaching from the correct side. Not being able to charge in without thought is a positive in my opinion, it should be a challenge.
Or we could just replace them with bunny critters instead.

I think you’re the one not understanding, I solo resources all the time and you don’t need proc sets to kill guards and if you have a decent build you can clear out resources in seconds so therefore guards don’t need tuned down.

I run plenty of straight stat based builds and have no issues taking a resource solo....
