That is not update 29. That is testing and it starts Monday.

Why travel all over Tamriel and collect skyhards in places of varying degrees of savagery, dissemble items, learn traits, farm items, spending a lot of time and energy on it if you can just loot a better set?

As others have pointed out it is a serious investment that is required in order to make the more powerful craftable sets in ESO.
In fact in recent memory some of the best sets were crafted like New Moon Acolyte, and I still use Clever Alchemist to this day. There are trait requirements needed to make these sets which is how ZOS stops the newbies from getting the best sets in the game by themselves. They need to get a crafter to makes these sets for them, and the max level stuff is quite resource intensive.
You kind of defeated your own argument. Crafting is a serious investment but you can buy crafted gear. Most the players I know won't charge guild members if they provide the materials.
The high end crafted set 9 traits should be bind on pick up
I wouldn't mind seeing a few unique sets that are crafted only and bind on crafting.

I was under the impression that they wanted to roll that into update 29, they just hadn't started the testing yet. Is that not correct?

As a 9 trait crafter you have achieved trait crafting mastery
Therefore a 9 trait master could have another material that can improve the traits only after Golding them, not set bonuses just the traits on the gear 1 step further.
Or they could add 2 traits per pice but I think thats over the top.
So drop sets still need farming but master crafters can still improve them further making them relevant without making sets brokenly strong

Whether you want to consider the absence of any crown gold food/drink as meaning zos kept their word, up to you. Far as gear though, don't ever recall zos making any statements promising anything re: level of craft sets vs found. How good they are kinda changes with the usual massive balance changes they keep making, so it varies.
Q: In end game on ESO, will the Crafting gear be equivalent or better then dungeon drops?
A: Crafted gear of equal level and equal quality rating is always better than dropped gear from a numerical standpoint. Weapons do more damage, armor has more… armor. However, certain enchantments can only be found on drops. Crafters can always improve those items which have unique enchantments.

A: Yes, or better.
