With the entire team working from home, I imagine developing big changes for the combat and balance is tricky.
Imagine sitting in a laggy zoom call with a dozen people to discuss the complexities of set changes, champion point updates, class balance, blergh.
WoW and FFXIV are able to offer you complete expansions with half a dozen zones, dungeons etc. during COVID and lockdowns and ZOS isn’t capable of revamping a skill line or adding a new weapon? lol

ZOS does just that and initial feedback is; "wHeRE's mUh neW sYStEms?"

Speaking of balancing NPCs though, one wonders if that will entail crushing nerfs to existing skills and sets in order to "balance" the power-creep introduced by the NPCs.
If they would have changed CP and that alone, at LEAST that would have changed the game and how people played.
They're showing off the CP rework right now. It's going live with the first dungeon DLC patch.

Actually it’s not. It’s way better than the god awful BfA (last expansion). But that wasn’t my point. My point is the amount of stuff they offer you in the new expansion (5 zones, 8 dungeons, 1 raid, legendary items and more features) for the exact same price of ESO‘s new Chapter that offers you 1 zone, zero dungeons, 1 raid and a lame feature named companions - and all of that features during lockdowns & Corona, whereas ZOS - as said by others - isn’t capable of giving us one simple skill line or something like that.

The Chapter content is still very weak from what we've seen so far, but sometimes less is more - perhaps the narrative will be really high quality, and the zone will be a lot of fun to explore? I don't mind it being light on content if their focus on performance is genuine this time around.

That said, it was very confusing seeing Wheeler talk about optimization and performance being key, moving away from percentage points to fixed values etc, and then full on announcing a random new addition to armour passives which is entirely percentage based. Some mixed messaging there...

and all of shadowlands is behind a boring constant push of grinding designed to make you stay as long as possible.
Eso has far far less of that crap so you can go in enjoy the zones and not have to reach renown lvl 6 8 12 or 200 that is my point.
Wow always seems like more but if you strip the days of constant grinding to reach each milestone its no where near as much content.
