They reduce speed cap to 185%,just checked it
Did anyone actually see that in any patch notes? I doubt it.

I would say the opposite, unless you are trying to be at the speedcap in combat on a magic user or something. There are a lot of ways to the speed cap these days.
If you have been gone a while and want speed, go farm a Ring of the Hunt. With a swift trait (it comes as a gold quality swift piece), you get 52% out of combat and 22% in combat. I have already reconstructed 7-8 of them. Will eventually put one on every toon.
Out of combat with RotH, a medium armor user is essentially always at the cap when you sprint. 40% sprint, 52% RotH, 3 pieces of medium armor (9%), boom capped.
A light armor will still usually wear one piece of medium, so that means you basically need to come up with 5% to cap. You can get 2% from windrunner in CP, up to I believe 16% with Steed (all gold divines). For a magic user acting as a mule, doing writs, or any overland, Steed +ROTH means capped while sprinting. Without steed, you are still at 95%
Even in combat, my mag sorc in PVP is really close using a RoTH with a blood thirsty trait. 40% Sprint, 15% (in combat), 2%windrunning, 3% one piece medium armor, major expedition from boundless 30%. That is 90% of the way to the cap in combat. Throw in minor expedition and I am capped in combat. Out of combat, you are well over and that is with no swift traits.
Edited: Sprint is definitely 40%
