Focused Aim not applying Minor Fracture

Tigertron✭✭✭✭Is see it is renamed to Minor Breach, but it is not applying any debuff.
I created a DK on PTS and the Puncture is appling it but not Focused Aim. I have not tested to see if it is just not showing the icon but I see the icon with Puncture.

Tigertron✭✭✭✭More testing revealed that it is just the icon that does not show except I also found out that it appears Piercing Armor is giving Major Breach to physical damage.0
